Speed Limits in Israel

In Israel, there are set speed limits for vehicles on all roads in order to prevent traffic accidents and protect public safety. Private vehicles are permitted to drive up to 50 KMpH on city roads, up to 80 KMpH on non-city roads, and up to 110 KMpH on freeways, unless stated otherwise on the relevant traffic signs. Moreover, every driver is required to drive at a reasonable speed considering the weather conditions and other circumstances on the road, so that they maintain full control of their vehicle and do not endanger others. Penalty for Speed Violations in Israel

The penalty for speeding depends on whether the driver was on a city road or a non-city road, and on how much faster than the speed limit the driver was driving. 

On city roads, the penalty for driving up to 20 KMpH above the speed limit is a 250 NIS fine; 21-30 KMpH above the speed limit incurs a 750 NIS fine and 8 points against the driver; 31-40 KMpH above the speed limit incurs a 1,500 NIS fine and 10 points; and over 40 KMpH above the speed limit will, in addition to the above, result in an immediate 30-day administrative suspension of one’s driver’s license followed by a trial in which the courts often decree longer suspensions. 

Similarly, on non-city roads, being caught driving up to 25 KMpH above the speed limit will result in a 250 NIS fine; 26-40 KMpH above the speed limit will result in a 750 NIS fine and 8 points; 41-50 KMpH above the speed limit will incur a 1,500 NIS fine and 10 points; and more than 50 KMpH above the speed limit will, in addition to the above, result in an immediate 30-day administrative suspension of one’s driver’s license followed by a trial in which the courts often decree longer suspensions as well as other consequences. 

Traffic Violation Points System for Speeding Violations in Israel

Israel has a system of traffic violation points wherein each violation causes a certain number of points to be counted against the driver. The points last for two years from the time of the offense. If a driver accumulates more than 12 points, they will be required to take a proper driving course. More points carry more severe consequences. For example, 36 points would result in a suspension of the driver’s license for 3 months.

Methods to Detect Speeding Violations in Israel

There are several methods that police officers use in order to try to catch speeding drivers and prove that they were in fact driving faster than the speed limit. One method is the use of cameras, either permanently fixed cameras that are located in publicly known locations or portable cameras that are held by the police officer. (Note that in addition to the normal speed cameras, Israel uses cameras that are located at intersections and which are normally used to catch drivers running through a red light, to also detect whether a vehicle is speeding through a green light). A report on the violation must be sent to the offending driver within four months of the occurrence or else the offense is considered null and void. If the camera does not clearly identify your vehicle (e.g. the license plate is not clearly visible) you may be able to argue in court for the case to be dismissed. 

Two other devices that are sometimes used by police officers are police radars that are fixed to police vehicles and known as the “dvora” device (BEE III in English), as well as hand-held laser speed guns. Neither of these devices actually takes a photograph of the vehicle suspected of speeding. Moreover, both in the case of the BEE III radar and in the case of the laser speed guns, the devices have many technical limitations and also require meticulous protocols and paperwork from the user. Therefore, it is not uncommon for the evidence from these devices to be dismissed in court if one’s case is represented by an experienced traffic lawyer. 

If you are ever pulled over by a police officer and accused of driving faster than the speed limit, it is important to remember that the police officer is obligated to write down all your responses precisely. Therefore, be very careful what you say and how you say it. We recommend that you never confess to committing a traffic violation in your conversation with a police officer since that will be used as evidence against you.
