Notary services: prices and fees

When we are faced with legal processes such as filing a suite, or administrative processes such as purchasing property in Israel, we almost automatically turn to an attorney, and we generally choose professionals who will offer us the most comprehensive and professional service. Attorneys are authorized to set their own prices, based on their experience and the services they provide. The range of prices for various services is generally very wide.

At the same time, Israel also has a set of legal services for which the prices are fixed by law: the services provided by a notary public, which are set forth in the Notary services price list. Many of us do not even know what a notary public is until the moment we have need of him, and therefore we are often surprised by the prices that they charge s for the various notary services.

Notary services price list

Who is the notary public?

A notary public is an attorney who has obtained a certain certification from the Ministry of Justice. He is thus authorized to perform a number of actions that a regular attorney, without notarial certification, is not allowed to do. Among these, a notary public is authorized to verify a signature on a document, testifying that the signer did so of his own free will; to certify the accuracy of a translated document; to accept and approve various types of declarations and affidavits; and more. In certain cases, when someone is sending translated documents to a foreign country, or receiving documents from a foreign country to be presented in Israel, an apostille stamp is also required.

Now let’s look into exactly how much notarization services cost.

Price list for notary services

As noted above, the price list for notarization services is fixed by law, in the Notaries Law, 1976. Note that the prices are updated yearly. Here is the price list as of 2021 (including 17% VAT):

  • Verification of a signature by a notary public:
  • Signature verification for a single signer – 193 ILS
  • Signature of each additional signer on the same document – 77 ILS
  • Certification stating that someone signing for someone else is authorized to do so – 193 ILS for the first signature and 77 ILS for each additional signature.
  • A copy of each document – 77 ILS.
  • Certification of a photocopy of a document – 77 ILS for the first page and 6 ILS for each additional page.
  • Certification of an additional photocopy – 25 ILS for the first page and 6 ILS for each additional page.
  • Notarized certification of a translation’s accuracy:
  • For the first 100 words of each translated document – 245 ILS.
  • Every additional 100 words or part of them, up to 1000 words – 193 ILS.
  • Every additional 100 words or part of them, after the first 1000 words – 94 ILS.
  • Every additional certification of the same translation – 77 ILS.
  • Notarized certification of a will according to Section 22 of the Inheritance Law:
  • First signer – 282 ILS
  • Each additional signer – 144 ILS.
  • Additional certification of the same will on the same page – 87 ILS for each additional certification.
  • Certification of a will involving a notarized translation – half the translation fees indicated in the preceding section, according to the number of words.
  • Certification that a certain person is alive – 193 ILS.
  • Declaration before a notary public:
  • Acceptance and certification of declarations given under oath or by any other means – 195 ILS for the first declarer, 78 ILS for each additional declarer, and every additional certification for the same declaration, given at the same time – 77 ILS. A declaration involving a notarized translation will be charged half the translation fee stated in the translation section above, according to the number of words in the document.
  • Certification of a negotiable instrument, including translation if needed – 1,236 ILS, on condition that the sum for which certification is required is not more than 76,800 ILS; 2,645 ILS if the sum is greater than 76,800 ILS.

** To these prices, one may add travel costs from the notary public’s office to and from the location of the certification.

  • Registering a comment regarding cancellation of a power of attorney or some other document:
  • Receiving a cancellation notification and recording it as a comment on a copy of a power of attorney or other document – 207 ILS.
  • Issuing a certified copy of the power of attorney or other document, including the cancellation comment – 75 ILS.
  • Each additional copy – 75 ILS.
  • Verifying a prenuptial agreement according to the Prenuptial Relations Act:
  • Signature on the first document by an individual – 429 ILS.
  • Verification of additional copies of the same agreement – 75 ILS per copy.
  • Verification of a prenuptial agreement involving translation – an addition of half the translation certification fee stated above, according to the number of words in the document.

Additional notary actions which do not have a legal fixed price

In cases where a notary public’s services are required for actions that he is legally authorized to perform, but no fixed price has been set, the payment for the action shall be 312 ILS.

If the client chooses to employ the notary public outside of his office, in a case when this is not required by definition (for example, certain cases of certification of a negotiable instrument), the charge will be as stated above, with the addition of travel expenses for the notary public, as well as a payment of 628 ILS for the first hour or part of an hour, from the time the notary public leaves his office until he returns to it, and 193 ILS for every half hour or part of it thereafter.

If the notary public is invited to perform an action by more than one person, his travel costs will be equally divided among everyone.

Note that if the notary public is invited to provide a service at a certain location and does not perform the action for reasons beyond his control, he is entitled to full payment for the aforesaid services, as well as the travel expenses to and from his office.

Finally, it is important to note that if the notary service is provided between the hours of 19:00 and 08:00 or on days that are legally defined as rest days, the fixed price goes up by 50%.

Is it possible to obtain a full or partial exemption from paying for various notary services?

Indeed, there are cases in which the notary public is authorized to take no payment at all or only a partial payment. Some such cases would be: a person without financial means who presents documents testifying to that effect; a new immigrant or returning resident; someone who is receiving a service a second time after the work was not done correctly the first time; and other specific instances. Of course we will be happy to explain these various cases to you in detail and help you actualize your right to a full or partial exemption from payment for notary services, if needed.
