When children are abducted from a country abroad to Israel, it is most often the case that one of the parents is Israeli. Usually child abduction cases involve either removing or retaining children without the consent of the other parent. If, for example, your family lives abroad, and the Israeli parent takes the children to Israel without your consent, this is considered child abduction. Additionally, if the Israeli parent takes the children to Israel with your consent on the pretenses of going for a vacation, but then refuses to bring the children home, that is also considered child abduction.
What You Can Do

If you are abroad, you can also bring a request to the Israeli central authority to inform the parent in Israel who has abducted the children that you are intervening to act against them in Israel. If the country you live in abroad is a signatory to the Hague Convention, like Israel, this will help speed up the process, however you can still employ legal procedures to have your children returned even if your country has not signed this law.
