What is a caretaker entrance fee exemption?

In Israel, people who suffer from particular categories of disabilities are entitled to have the entrance fee of their caretaker waived when entering certain institutions. This right must be honored by all public or governmental sites. It also applies in any location that provides a paid service to the general public and which does not have allocated seats (e.g. museums, zoos, and amusement parks, but not cinemas and theatres). Who is eligible for a caretaker entrance fee exemption in Israel?

You are eligible for a caretaker entrance fee exemption in Israel if you are entitled to a disability card and also fit at least one of the following criteria:

  • You have an intellectual disability.
  • You have a mental disability.
  • You have been diagnosed as being on the autism spectrum.
  • You receive an attendance allowance, also known as SHARAM, for non-hospitalized adults who require significant care from another person in order to meet their basic daily needs.
  • You are an elderly person who receives a long-term care stipend (gimlat siud). In this case, even if you do not have a general disability card, you are still entitled to the exemption.

Your right to privacy will not be infringed upon

If you are eligible for a disability card and for the exemption from paying entrance fees for a caretaker, this right will be explicitly written on your personal disability card. However, the card will not specify the specific category of disability you have. This is by design and is intended to protect your right to privacy. When you enter a place of service, you should display your valid disability card in tandem with your national ID card and request that your caretaker’s entrance fee be waived. Note that it is strictly illegal for the service provider to request that you explain the nature of your disability or to ask you similarly invasive questions.
