Many clients contact our offices to ask whether it is possible to receive American notarial services in Tel Aviv or in Jerusalem. Here it is important to note that while we are able and willing to provide the service that they need, we cannot provide the service that they are asking for, because there is really no such thing as an “American notary”– meaning a notary whose authority to verify, approve and translate documents covers the entire USA. Due to the federal structure of the United States, an American attorney or notary can practice their services only in the specific American state where their license is valid, and sometimes even only in a specific area within that state. For example, a notary in Florida does not have the authority to authenticate documents that were issued in California, and a notary in California does not have the authority to authenticate documents from Texas. Likewise, an American apostille stamp for a certain document can only be obtained in the state where the document was issued.

Accordingly, someone seeking a US notary signature or document authentication in Israel has several options:

The first, as is clear from what was said above, is to find a notary who is licensed in the specific American state where the use of the document is needed. If an authentication signature is required, you will need to meet with the notary so that they can sign the document in person. If you cannot find such a notary in the country where you reside, you may need to bring the document to that particular state in the US. This option is complicated, expensive and time-consuming, particularly these days, when the airport in Israel may be closed and possibly in other countries too, and quarantine may be required when entering the USA and upon returning to Israel.

Another option is to authenticate the documents in an American consulate or embassy. However, in addition to the abovementioned difficulties, the embassies have often been closed to non-urgenet business over the past few years. At any rate, even during normal times when the embassies and Ben Gurion Airport are open, the lines at the embassies are very long, and this option involves prolonged waiting, tiresome bureaucracy and significant financial outlays.

There is a third option, much more accessible and convenient, which is to obtain the notary signature or authentication from a notary in Israel, and then obtain an apostille stamp. This is the option recommended by the US Department of State.

Notarial services in Tel Aviv and Jerusalem for the use of documents in the USA

Our offices are located in Jerusalem and Tel Aviv for the convenience of our clients. Most of our notarial activity is done in Jerusalem, because that is where the relevant government offices are located, and where our offices’ notary is located. However, all the services provided in the Jerusalem office can also be obtained in the Tel Aviv branch. Documents may be regularly submitted to the office in Tel Aviv, and they will be transferred via our offices to our notary in the Jerusalem branch.

This excludes signature authentication, which must be done in person in the presence of the notary. To authenticate a signature in Tel Aviv, it is required to arrange a meeting with our notary in Jerusalem, who comes to the Tel Aviv branch every once in a while. All other notarial services can be obtained at either the Tel Aviv branch or the Jerusalem one, as you prefer, at any time. US apostille certification – what is it and can it be obtained in Israel as well?

Just as there is no American notary in Israel, there is also no general “American apostille” which is valid in all the American states, and the apostille stamp must be from the state where the document originated. When a client comes to our offices with documents that were issued in the US and require an “American apostille” stamp, we help them obtain it in the specific state where the documents were issued. We are glad to offer our services in physically sending the document to the USA and obtaining this stamp.
