New Young Driver in Israel

This article addresses legal issues and problems if you are a new young driver in Israel.  

What is the definition of a New Young Driver in Israel?

In Israel, you are defined as a “new driver” for the first two years after receiving your driver’s license and are required to have a sign on your vehicle indicating that you are a new driver. Moreover, certain traffic violations may carry heavier penalties if committed by a new driver. 

New Young Driver in Israel

A new driver who is under the age of 24 is further defined as a “young new driver” in Israeli law. An Israeli young new driver must be accompanied by an experienced adult driver for their first six months driving after receiving passing their driving test. The accompanying experienced driver must be at least 24 years old and must have had their driver’s license for the relevant vehicle category for at least five years. Alternatively, they may be at least 30 years of age and have had a license for at least three years. 

The Accompaniment Period

For the first three months of the accompaniment period, the young new driver must be accompanied whenever they drive, day or night. For the next three months, they must be accompanied only when they drive at night (defined as the hours between 9 PM and 6 AM). 

Even after successfully completing the six month accompaniment period, a driver under the age of 21 is not allowed to transport more than two passengers in their vehicle until they are no longer defined as a new driver (i.e., usually until they have had their driver’s license for two years). 

In order to have their license renewed after six months and be free of the accompaniment requirement, the young new driver must have accumulated a particular number of hours of driving experience. During the accompaniment period, the young new driver must drive accompanied for no less than 50 hours, of which at least 20 hours must be on city roads, at least 15 hours must be on non-city roads, and at least 15 hours must be at night. In order to renew their driver’s license after the first six months, the statement which appears on the back of the permit must be signed and submitted to the License Bureau

Caught Driving Illegally (Unaccompanied)

A “new young driver” who has been caught illegally driving while unaccompanied will be summoned to court. The penalty for illegally driving unaccompanied often includes the suspension of the offender’s license for three months or more, a requirement to retake the driver’s test, and an additional two years in the “new driver” status. Therefore, it is important to follow the legal regulations.
